Since 1999, HPF has maintained youth job training/employment programs as part of the agency’s service model. Currently, HPF provides job training and employment for over 40 youth within the HPF’s urban farms, the BVHP Farmers Market, food pantry, our youth-run fruit delivery business, our parent leadership project, Rec Connect, and at HPF’s administrative office. HPF also supports youth seeking employment outside of the agency, typically placing an additional 50 youth per year in jobs within businesses and training programs that provide youth with exposure and training for career options.
While HPF has maintained an employment program for over 10 years that employs youth to work in the agencies urban farms, farmers market, anlo produce delivery business, HPF received its first large scale federal employment grant this summer, that enabled us to hire over 75 young people throughout Bayview Hunters Point. This experience provided us with a deeper understanding of the employment barriers in our community.
In order to best serve this population, HPF will design and implement a service strategy that addresses the root causes of the employment barriers through intense case management and coaching, as well as the symptoms through an extensive, holistic network of service providers that can effectively address each of the symptoms (barriers).
HPF’s partnerships with Lawyers, Project 20, childcare and the BVHP Foundation will ensure that clients have access to a comprehensive array of services to address their specific barriers to they will be eligible for acceptance into the Sector Academies and work ready. Case Managers will maintain weekly contact with clients throughout their participation in the Academies to ensure they continue to receive the necessary support to complete the programs and/or retain their employment.
This summer, HPF was awarded the SYEP contract to provide case management and placement services for 75 youth. HPF conducted a comprehensive outreach campaign among targeted youth, recruited youth for the program and exceeded timeline standards for placing youth in jobs. The agency was recently (September 2009) awarded a contract through the MOED to implement the WIA program in the BVHP Community. Thus, HPF’s past experience and current contracts position the agency to utilize our past experience of best practices and to leverage our current programs to create and sustain a strong, well managed Job Readiness program that will prepare BVHP residents for careers in the burgeoning industries supported by the Sector Academies.
HPF’s Job Readiness Initiative will target the Bayview Hunters Point/Hunters Point Shipyard Project Areas, with a specific emphasis on the public housing communities. HPF will set up office sites in every major public housing community within Bayview Hunters Point, including: Harbor Road, Westpoint, Oakdale and Alice Griffith.
The Hunters Point Family will target low-income African-American young adults ages 18-30, living at or below the poverty level in public/subsidized housing within Bayview Hunters Point, who experience multiple barriers to securing long-term employment, including lack of childcare, transportation, mental health issues, drug use/abuse, lack of overall skills and/or confidence.
